The UK will struggle to meet its heat network ambitions without clearer regulation, targeted funding and stronger recognition of heat pump-led systems, industry leaders have warned.
Heat Pump Association UK has published recommendations aimed at accelerating shared ground loops, ambient heat networks, traditional heat pump-driven networks and the drilling infrastructure needed to support them.
They say if the new Prime Minister is serious about cutting the cost of living and energy bills in particular, heat pump rollout needs more emphasis in policy and funding.
Heat networks are expected to supply around 20% of UK heating demand by 2050, up from approximately 3% today. That would require the market to grow almost sevenfold over the coming decades.
HPA UK said shared ground loops and ambient heat networks must be formally recognised within zoning and regulatory frameworks, with statutory rights that reflect their low-temperature design.
It also called for earlier identification of suitable locations, better support for area-wide deployment and funding that reflects the higher upfront costs and long-term benefits of heat pump-led networks.
The association wants drilling permits to be standardised, national ground data improved and targeted training introduced to help make greater use of ground, water, geothermal and waste heat sources.
Heat pump-driven networks can offer a practical option for buildings that may not be suitable for individual systems.
The Government estimates district heating can cut fuel bills by 30%, while Innovate UK research suggests heat networks could deliver annual energy system savings of up to £1.57bn.
The sector has also committed to building a stronger evidence base through case studies, performance data and technical guidance covering design, commissioning, monitoring and long-term thermal management.
HPA UK said this evidence should be reflected in SAP, the Home Energy Model, heat network assessments and funding criteria.
The group will also seek to demonstrate the economic and employment value of heat pump-driven networks and drilling as the sector works towards meeting 20% of UK heating demand by 2050.
