Water watchdog Ofwat appoints interim chief executive

The Board of Ofwat has announced the appointment of Chris Walters as the Interim Chief Executive.

He will take on the role from 30th August 2025, following the announcement that David Black is to stand-down from his chief executive post.

It comes after the UK Government announced plans to establish a new, integrated water regulator in England into which Ofwat will transfer – and a separate regulator in Wales.

Mr Walters will provide leadership for the organisation as well as lead the engagement process with the UK Government, Welsh Government and industry, as recommendations of the Independent Water Commission (IWC) are taken forward.

Helen Campbell has been appointed as the Executive Director for Delivery, taking responsibility for ensuring the delivery of the recently sanctioned £104 billion, five-year expenditure programme, progressing the £50 billion pipeline of major projects and stabilising Thames Water as quickly as possible.
