Plans are being considered by the Energy Secretary to shift green levies from household electricity to gas bills.
A report sent to Claire Coutinho suggested this move, which could also involve shifting levies into general taxation, according to the Telegraph.
The Department for Energy Security and Net Zero (DESNZ) presented these plans amid concerns that the current cost of green levies is slowing progress towards net zero.
The proposals could be controversial due to the additional costs they would impose on households relying on gas.
An analysis by Cadent indicated that energy bills could rise by £1,045 a year by 2035 for millions of gas-dependent homes if the plans proceed.
The gas company also highlighted that low income families would be most affected by this change.
Adding levies to gas bills would spread the costs among fewer households, potentially exacerbating fuel poverty, experts have warned.
The plans were under consultation before the snap general election called by Prime Minister Rishi Sunak.
Any final decision will be made by the next government.
