New CEO appointed to lead UK Net Zero Carbon Buildings Standard

Katie Clemence-Jackson has been appointed Chief Executive Officer of Net Zero Carbon Buildings Standard Limited, the not-for-profit company established to manage the UK Net Zero Carbon Buildings Standard (NZCBS). The appointment marks a key milestone in securing the long-term governance and impact of the Standard.

The Standard, developed through an unprecedented industry collaboration including the BBP, BRE, Carbon Trust, CIBSE, IStructE, LETI, RIBA, RICS, and UKGBC, defines what constitutes a net zero carbon building across all major UK property sectors.

Its Pilot Version was launched in September 2024, with over 200 projects currently testing its principles in real-world applications.

Version 1 of the Standard is expected by the end of 2025. A Verification Administrator is also being appointed to enable building owners and occupiers to certify compliance.

David Partridge, Chair of the Governance Board, said: “It is hugely important that we put in place a robust and long lasting structure to take the Standard forward… Appointing Katie Clemence-Jackson as our CEO is a big statement of intent.”

Clemence-Jackson is well-known in the sustainability sector. A CIBSE member and Chair of its Sustainability Special Interest Group, she previously chaired the Technical Steering Group that led to the publication of the Pilot Version.

“Providing meaningful, measurable decarbonisation in the UK built environment sector is something about which I care deeply,” said Clemence-Jackson.

“In my new role as CEO, I will take the lead on continuing the Standard’s trailblazing trajectory, and building the firm foundations and connections it needs to continue making a huge impact across the country.”

The Standard aims to provide a consistent, science-based benchmark to accelerate the decarbonisation of the UK’s built environment, supporting industry efforts to meet net zero goals.
