The International Labour Organization (ILO) has today published the Mapping Report on Albania’s textile, clothing, leather and footwear (TCLF) sector, commissioned to industriAll Europe and authored by Anne-Marie Mureau. The report provides the most comprehensive picture to date of enterprises, employment, wages, working conditions and social dialogue in the sector.

The findings confirm both the sector’s central role in Albania’s economy and its deep challenges. Falling international orders, persistently low wages, and weak social dialogue threaten the sustainability of jobs. At the same time, EU accession and the green and digital transition create a window of opportunity for transformation.
Now, it is up to the new Albanian government consulted by social partner to take responsibility for implementation of an industrial policy for TCLF. Only through stronger collective bargaining and EU-aligned policies can the sector offer better wages, better jobs, and a future for workers in industries under transition.

“This report must be a wake-up call. Albania’s textile and footwear workers – the majority women – deserve decent pay and safe conditions. We urge the government and employers invest in good industrial jobs, as the only sustainable path for competitiveness and EU integration.”
