Energy resilience overtakes climate confidence as global priorities shift

A new global study by Siemens has found that energy resilience and national independence have overtaken climate cooperation as the top priorities for governments and industries ahead of COP30.

The Infrastructure Transition Monitor 2025 shows that national energy security is now seen as the leading infrastructure goal, surpassing the phasing out of fossil fuels and other climate-driven objectives.

The findings, based on responses from 1,400 senior executives and policymakers across 19 countries, reveal that rising geopolitical tensions and market volatility are reshaping the energy landscape.

With global instability intensifying, governments are prioritising security, independence, and resilience as key enablers of sustainable growth.

“The infrastructure transition is entering a new phase whereby national goals of energy security are overtaking global collaboration on decarbonisation. As systems face mounting climate and energy disruptions, resilience is no longer optional — AI, technology, and digitalization are now critical to this shift,” said Matthias Rebellius, Managing Board Member of Siemens AG and CEO of Smart Infrastructure.

Confidence in achieving climate goals is waning, with only 37% of executives expecting to meet 2030 decarbonisation targets — down from 44% in 2023.

More than half of respondents anticipate greater investment in fossil fuels over the next two years.

The report concludes that digital technologies are vital to delivering secure, sustainable energy systems, with 66% of leaders saying AI is already improving infrastructure resilience and 59% using it to decarbonise operations.
