National template drives unified approach to local energy planning

A growing number of UK energy networks are adopting a standardised framework to align local energy planning, improving coordination and efficiency across the system.

SP Electricity North West (SP ENW) has joined the initiative, building on leadership from UK Power Networks’ Distribution System Operator and expanding a national approach to Local Area Energy Planning.

The ‘Local Authority Common Ask Template’ enables councils to share data in a consistent format, supporting a more integrated and streamlined planning process across electricity and gas networks.

By creating a universal structure, the approach reduces duplication and simplifies engagement for local authorities working across multiple network operators.

This alignment is expected to support more coordinated infrastructure investment, helping networks respond more effectively to local decarbonisation plans and evolving energy demand.

The “share once” model allows councils to submit information a single time, improving efficiency while ensuring that data can be used consistently across participating organisations.

SP ENW’s adoption signals growing momentum towards a unified, whole-system approach that strengthens collaboration and supports delivery of net zero ambitions.

Lynne McDonald, head of local net zero at UK Power Networks DSO, said: “By leading the development of a common, practical template, we’ve helped remove unnecessary complexity and ensured local plans can directly inform network investment.

“Seeing SP ENW fast follow this approach shows the value of setting a clear standard that supports local authorities and helps all networks plan smarter, more efficient systems that keep costs down and reliability high for customers.”

Christos Kaloudas, capacity strategy lead manager at SP ENW, added: “Listening to our stakeholders needs, we’re already delivering training to various local authorities within our region and supporting them with their energy planning. The Local Authority Common Ask further enhances and standardises our offerings to local authorities in the North West.”
