Celtic Sea Power has published a new report offering a detailed roadmap for accelerating floating offshore wind in the Celtic Sea.

The report outlines a regional master planning process undertaken over several years to identify the critical path for delivery.

It highlights the actions required from government and industry to maintain momentum as the sector moves toward commercial scale.

“This is a seminal piece of work,” said Steve Jermy, CEO of Celtic Sea Power.

“Regional master planning for offshore wind has is essential to ensure effective collaboration between government and industry. To ensure this, our master planning process and this latest report have been developed in close collaboration with The Crown Estate, government and industry, to reflect a shared vision and agreed path to success.”

Two core priorities sit at the heart of the recommendations.

The first is developing local port and offshore infrastructure to support manufacturing, assembly and deployment.

The report proposes, for example, that the National Wealth Fund prioritises FLOW supply chain infrastructure with dual-use potential across sectors such as defence. It also suggests The Crown Estate consider financial mechanisms such as option fee discounts to incentivise early investment.

The second priority is expanding test and demonstration opportunities. The report identifies five regional projects that could generate 432MW of energy before the next electoral cycle if approved.

These smaller-scale schemes are seen as essential stepping stones toward full commercial deployment.

Crucially, the recommendations are presented within a structured framework that assigns responsibility and encourages collaboration.

The aim is to ensure that master planning translates into coordinated action across industry and government, supporting regional economic growth and job creation.
