Empowering workers for a just twin transition

IndustriAll Europe affiliates and social partners join forces in a project led by Croatian Metalworkers’ Trade Union

The TWINING project – Supporting Just Twin Transition of European Industries – is an EU-funded initiative aimed at ensuring a fair green and digital transition (‘twin transition’) for workers across industries in Europe. Coordinated by industriAll Europe affiliate SMH-IS, the Croatian Metalworkers’ Trade Union, the project brought together a consortium of partners from Croatia, Poland, Slovakia, Bulgaria, Montenegro, Spain, and Romania.

The partnership included a mix of trade unions, employers’ associations, and chambers of commerce. The representation of partners from diverse regions helped address the wide-ranging challenges and opportunities the twin transition presents.

At the heart of the project was a strong commitment to social dialogue. Through comprehensive research into social partners’ needs for delivering a Just Transition, TWINING partners identified key barriers to effective worker participation in shaping green and digital changes within industries. From gaps in training and digital literacy to challenges in policy engagement and workplace transformation, the project shed light on what is needed for a Just Transition.

To address these challenges, the project carried out in-depth research in all participating countries—including interviews and focus groups with key stakeholders—followed by national and transnational workshops. The initiative concluded successfully with a final online event held on 16 April 2025, where the results of the national level activities and policy recommendations were presented.

Now completed, the TWINING project has delivered a range of practical tools and insights, encouraged dialogue, and contributed to shaping long-term strategies for resilient and future-proof industries.
